Job Description

The Billing/Costing Engineer is responsible for managing project cost estimation and billing processes to ensure timely execution and financial control of engineering and construction projects. The role includes coordinating with various stakeholders to validate work progress, preparing accurate bills, verifying bills on behalf of financing institution, handling claims, and ensuring contractual compliance.

Key Responsibilities:
Billing:

  • Prepare and review contractors'/subcontractors' bills based on work progress.
  • Verify quantities executed on-site through measurements and site reports or supporting documents.
  • Coordinate with clients for bill submission, follow-ups, and certifications.
  • Maintain records of RA (Running Account) bills, final bills, and reconciliations.
  • Certification of bills on behal of banks based on site visit, supporting documents, specifications & contracts provisions

Costing:

  • Prepare and maintain detailed project cost estimates and budgets.
  • Track project expenditures and update cost reports periodically.
  • Conduct variance analysis between budgeted and actual costs.
  • Recommend cost-saving measures and highlight cost overruns.


Coordination:

  • Collaborate with site engineers, quantity surveyors, procurement, and finance teams.
  • Interface with clients, consultants, and sub/contractors for technical and billing matters.
  • Support audits by preparing required documentation and reports.

  • Postgraduate diploma or certification in Contract Management / Construction Law is preferred
Experience Required : Minimum 5–10 years of experience in contract management, with at least 3 years in hydropower or infrastructure projects as contract engineer or resident engineer.
Professional Skills :
  • Sound understanding of FIDIC, EPC, contracts based on PPMO, and dispute resolution mechanisms.
  • Strong analytical and negotiation skills.
  • Excellent written and verbal communication.
  • Familiarity with project management tools (Primavera, MS Project).
  • Knowledge of national/international standards applicable to hydropower projects.

Job Description

The Contract Engineer – Hydropower Projects is responsible for managing and administering contracts for medium-scale hydropower projects on behalf of the client. This role ensures contractual compliance, risk mitigation, timely and efficient coordination with project teams, contractors, and stakeholders so as to avoid possible claims from different contractors (Civil/HM/EM/TL). The position requires a deep understanding of engineering contracts, hydropower construction methods, and regulatory frameworks.

Key Responsibilities:

  • Contract Administration:

    • Interpret and implement contract terms and conditions (e.g., FIDIC, EPC, BOT, PPMO contract models).
    • Maintain up-to-date contract records, correspondence, and documentation.
    • Ensure compliance with all legal and contractual obligations throughout the project lifecycle.
    • Support project teams in understanding contract scopes, timelines, and deliverables.
  • Claims and Variations:

    • Identify, prepare, and submit variations, claims, and extension of time requests in coordination with site teams and legal advisors.
    • Negotiate and settle contractual claims with clients, consultants, and subcontractors.
    • Track change orders and ensure appropriate approvals.
  • Risk Management:

    • Identify contractual risks and provide mitigation strategies.
    • Support legal reviews and dispute resolution processes as required.
    • Assist in resolving conflicts related to scope, cost, and time.
  • Coordination and Reporting:

    • Liaise with design, procurement, finance, and execution teams to align project progress with contractual obligations.
    • Participate in project review meetings and provide contractual input.
    • Generate reports on contract status, claims, risk registers, and project milestones.
  • Regulatory Compliance:

    • Ensure adherence to hydropower-related regulations, environmental clearances, and local/international standards.
    • Support compliance with permits, land acquisition terms, and government liaison.
